Research center

The Ministry of Security of Bosnia and Herzegovina and the University College "CEPS - Center for Business Studies" Kiseljak have established a Research Center in the field of protection and rescue (hereinafter: the Center) within the framework of mutual cooperation. The center is established as an expert, analytical, development and educational organizational unit within CEPS, without the status of a legal entity. The center acts as professional and analytical support to the Ministry of Security of Bosnia and Herzegovina in the areas of protection and rescue, disaster risk management, education and capacity development.

The Center is being established to:
• development and improvement of scientific and research work in the field of protection and rescue,
• development of strategic and planning documents based on risk assessments,
• improving the training and professional development system,
• connecting the academic community, institutions and operational practice,
• development of international cooperation and exchange of knowledge,
• support for the implementation of EU standards and international frameworks in the field of protection and rescue.

The Center can perform the following activities:
• preparation and implementation of scientific-research projects
• organization of conferences, seminars, workshops and professional meetings,
• preparation of analyses, risk assessments and expert reports,
• development of risk management methodologies and models,
• development of educational programs and training,
• development of digital tools and information systems,
• cooperation with domestic and international institutions,
• other activities agreed upon between the Parties.

The Center participates in the development and implementation of a system of education and professional training in the field of protection and rescue. As part of its activities, the Center can:
• develop training programs,
• organize Training of Trainers (ToT) programs,
• organize lifelong learning programs and specialist courses,
• develop modules for crisis management, DRR, CIMIC, STRATCOM and NICS,
• conduct training needs analyses,
• participate in the evaluation and standardization of training programs.

In accordance with the needs of the Ministry of Security of Bosnia and Herzegovina, the scope of work of the Center can be extended to other tasks and activities within the competence of the Ministry.

The Center can participate in:
• activities of the EU Civil Protection Mechanism,
• the work of the EU Civil Protection Knowledge Network
• international projects and research,
• expert exchange and education programs.
