A three-day TECC Train The Trainer training, “MARCH-PAWS,” was held from October 5 to October 7, 2026, at the premises of CEPS in Kiseljak.

The training was delivered by trainers from the CMSE N. Balkans (Civil-Military Support Element), with the support of the Office of Defense Cooperation (ODC) of the Embassy of the United States of America in Bosnia and Herzegovina.

The participants included employees and representatives of the following institutions and organizations: the Ministry of Defense of Bosnia and Herzegovina, the Ministry of Security of Bosnia and Herzegovina, GSS Travnik, CEPS Kiseljak, and the Civil Protection Service of the Municipality of Kiseljak.

The Tactical Emergency Casualty Care (TECC) guidelines represent a set of best-practice recommendations for providing care to casualties during civilian tactical and rescue operations.

TECC consists of three phases:

  • Care under direct threat conditions
  • Care under indirect threat conditions
  • Evacuation care

Care under indirect threat conditions (MARCH) / the M.A.R.C.H. sequence is an algorithm for assessing and managing life-threatening conditions, prioritizing treatment from the most critical to the less critical.

  • M – Massive Hemorrhage
  • A – Airway
  • R – Respiration
  • C – Circulation
  • H – Hypothermia / Head injury.
